IMO, baking doesn't really stiffen them, it just makes them hold and bounce back into their shape better, so baking really won't make them stiff, but maybe using a different spray product on them will do better. I baked some bows about a week ago and I tried spraying one with starch and then sprayed one with hairspray and the hairspray bow got much stiffer, IMO. It could just be differences in starch and hairspray brands, though.

I hadn't thought about rain, stiffen stuff waterproof? Maybe you could add a layer of waterproofer(I can't remember the brand name at the moment) on top of hairspray....maybe that would help.
