I use something that works MUCH better than starch. I take Elmer's Glue and add water to it until it looks like milk. Then I submerge my ribbon into the mixture. On the way out of the bowl, I run the ribbon through my fingers, getting rid of excess glue, wrap them around wooden dowels and bake them for about 20 min. at 200 degrees. Before I take them off the dowels, I spray them with hairspray and let them cool. If they don't cool, they'll lose their curl pretty fast. Then once I make them into a bow, I spray them again with hairspray. It works great.
