well, I've never painted white letters, I've always painted unfinished wood. So I use acrilic (ok, i know it's spelled wrong, but its late, sorry) paint and some good art brushes (I've had those so long I don't even know the brand!) When it's dry I usually add a clear top coat... either spray or brush on, whatever I have on hand. (I don't sell anything... I've just done alot of painting over the years)

So one suggestion I would have other then starting with unfinished wood is to lightly sand the letters before you paint... there could be a top coat of some sort on it (probably is) which keeping the paint from coating properly... just make sure you wipe it down after sanding with a damp cloth to get all the little saw dust off.
