When I do mine I always cut off a small portion on the bottom of the pants legs (if the jeans are getting too short for the kid and you're trying to make them last longer by adding the ruffle for length then just cut off the hem) Then I take my fabric and make it into a tube...ruffle the tube of fabric and sew to the pants.
When I sew my tube I make it twice as wide as I want the ruffle to actually be and sew the ends together (right sides together) then fold the tube placing wrong sides together. Then run your gathering threads at the top through both layers of the fabric and gather up. Sounds harder typing itout than it really is. HTH
