It depends on how 'crunchy' you want your bow to be. I know some people want it hard rock so it keep its shape but some other can't stand hard bow. I use normal starch only and sometimes diluted fabric stiffener.
If you pay a bit attention to the angle in the middle when you fold the ribbon and make it almost 90 dgree and be carefull when creasing the middle you will have your loops 'pop'!
