Default For layered bows, how do you get the spikes to lay flat?

I've made a few layered boutique bows but I notice that when I put the spikes on top of the big bottom bow, it tends to bend the spikes and they get lost/swallowed by the bottom bow and do not look nice and even like these....

Just posting that person's website as an example of what I am wanting my bows to look like.

Does my bottom bow need to be upside down (ie. opposite facing of the top bow)? If that makes sense. Here is an example of a bow I made for a friend. The spikes may not be long enough but they don't lay flat.
