Not sure about cutting it with the silhoutte before or after as I do not have one. However, I put my H&B on the ribbon first then press them on the fabric. I only do the fabric first if I want it smaller than the ribbon. In that case I press on the fabric then use a cutting mat with my rotary cutter to make the strips. Hope this information is helpful.
