It's essentially a boutique bow turned sideways. In a boutique, you make a figure 8, then slide the loops behind the X in the center. Generally they overlap, and then you crease it and tie off. In this case, they didn't overlap the loops, and most likely glued them to keep in place. Then they turned it sideways and tied it to the rest of the bow in the center of the X between the loops. Make sense? HTH!
