A garment steamer is definitely best. Don't put any nylon or polyester tulle in the dryer unless you want it really wrinkly/crinkly and risk melting it.

Steam it, and use your fingers like a comb to brush it out. When you steam it, the fabric will feel really limp - just let it dry completely, and as long as it is a decent tulle, it should regain its original fullness.

Once dry, grab it by the waist and shake
