Default Help please to stiffen solid color cheer bow

I am trying to make samples of a solid color cheer bow. I'm using 3" wide ribbon with 4" loops. The sample I have to look at has two layers of solid grosgrain glued at the seams. It makes the bow stiffer, but I'm wondering if there is another way to make the bows stiff without having to glue two layers of ribbon together? Do you think baking will help?? Any advice would be appreciated! TY!!
