are you talking rhinestone transfers? I have a local lady who "blings" things (tshirts, ect..) and she is making them for me. but you can search rhinestone transfers on google/youtube and find alot of helful information....
As for cut outs I don't do a high volume of them so I make my own stencil of sorts. for instce a team wanted a paw print so I found one online I liked and printed it out on cardsck and used a craft knife make a stencil. Then used that trace on materal and cut out and fuse on... Hope that makes sense. I also use my shot and die for shape and such.
