I came across this kind of tutu on a site today and have been searching for some instructions on how to make something like it but have not been able to find anything. The second picture if the same style but it has 3 layers instead of 1.
ETA: For some reason it won't let me post the pictures or a link to the pictures. The tutus seem to be a continuous skirt of tulle with satin ribbon edging at the top and bottom of the skirt and the bottom is kind of ruffled like lettuce leaf so it looks really full even though it is just one piece of fabric if you get what I am talking about.
