I feel like it could be your ribbon. I now spray mine with starch, but when I first started making korkers I never used starch and they cam out just fine. Not as stiff but very springy and they held their shape. So if your oven is working and your putting your ribbon tightly on your dowels, I just think it may be the ribbon you're using?!
