To be honest, I don't worry about how even it is. I gather a few strands of tulle, fold it long ways and then just cut the V shape so I cut a bunch at a time. You will want to make your tulle strands a bit longer as you will lose some length when you cut.

I use to cut them one by one and it took forever! The great thing about a pixie cut tutu is that they don't have to be perfectly even
