Default Rolled Rosette Flowers- No Fraying

I love making the rolled rosette flowers for clips, headbands, etc., but was wondering how do you keep your fabric from fraying. Sometimes I like the frayed look, but I'd also like to make them where they don't fray. I know when you "rip the fabric it's going to have the frayed look, but I've tried just cutting a strip of fabric as well and it ends up fraying after I'm finished with it. Just didn't know if anyone had any tips... Thank you!
