I also make the body out of foam board. You can find it half off at Hobby Lobby a lot, so a big sheet comes to about $1. As for the shape, I googled leotard, found one I liked and freehanded the shape from looking at it. I realize not everyone can do that though. I'd put a template up for fellow HGs I just have no way to scan it.

Also the way I attach the tulle is to hot glue it. I put a small glob of glue down, set the tulle on top, and either squish it down with something flat that won't stick to the glue or wait a few seconds and use my fingers. It's hot and you have to be careful but it is super secure then.

I attached the tulle slightly differently on the second one and have to admit I like the first a lot better, I was trying to make the waistline flatter, lesson learned when the ribbon and bows are on that doesn't matter!
