My suggestion would be to use the tulle you purchase off the bolt, plus some type of liner fabric (china silk, etc.) Cut 2 times your chest measurement by whatever length you need. I'd probably do 3-4 layers of tulle. Hem the bottom of the lining then sew all the short sides together. For the top, just make a casing and thread your elastic then sew it all shut. You could add straps too.
