and it all depends on the width of the ribbon, the length of each petal, how many petals/size of petals & how loose/tight it is gathered. the one in your pic looks like skinnier ribbon.

edit . . . on the turquoise ones . . . i count anywhere from 18-20 petals.
yup- I would agree that this is it...I have a tut on a flower similar to it from an old sewing magazine with the same technique ... I tried to sit down and make one years ago- but didn't have the patience...
