I tie my tulle all the way around the elastic, then I go back and tie more on the actual knots to make it fuller. Gosh, how do I explain, not actually on the knot, but on the straight part of the tulle above the knot on the elastic. I actually tie the pieces that are next to each other together, not the same one together again. I am sure that is as clear as mud, I love playing with tulle and seeing what I can 'make' it do, so I have no clue what the actual real remedy is, but it works for me.

Far as the waist stretching out, I've heard a number of things when making them ready to ship and of course to get an actual size when making them custom. I hope you can figure it out.
